When faced with heavy rain that reduces visibility, pulling over to safety until conditions improve is the most responsible and safest action to take. Heavy rain can create dangerous driving scenarios, including slick roads, decreased visibility, and the potential for hydroplaning. By finding a safe place to pull over, such as a rest area or a parking lot, you are prioritizing safety—for yourself and for other road users.

Maintaining speed while unable to see adequately poses significant risks, as it is more challenging to react to obstacles, other vehicles, or changes in road conditions. Using high-beam headlights can actually worsen visibility in heavy rain, as the light can reflect off the droplets, creating a glare that makes it harder to see. While driving with emergency lights on may signal distress, it does not address the immediate problem of impaired visibility and could cause confusion to other drivers. Thus, waiting until conditions improve is the safest approach.
